The problem in Australia is because there aren't any driving or even driving theory tests once you've actually got your license, a significant proportion of drivers already had their licenses when roundabouts came in. Unless nearly everyone knows the rules, they just don't work well.

From the Australian Road Rules (Part 9, Section 118):

Giving a left change of direction signal when leaving a roundabout

(1) If practicable, a driver driving in a roundabout must give a left change of direction signal when leaving the roundabout.

That’s it. Plain and simple: no conditions, no exceptions, you just have to do it.
